As part of his work managing team coverage of national oil companies (NOCs), Andrew oversees research and analysis pertaining to government policy and company strategy assessments, as well as authors reports on NOCs in the Commonwealth of Independent States (CIS) and Caspian region. He also contributes analysis and insight on government energy policy and upstream investment risk in Russia, Eurasia, Turkey, and the Caspian region for the Oil and Gas Risk Service, as well as the Russian and Caspian Energy team. Andrew has more than 20 years of experience in the energy sector, and has lived and worked in Russia, Turkey, Ukraine, France, and the Czech Republic. Prior to joining S&P Global, he worked as an international energy analyst for a contractor to the Energy Information Administration, the statistical division of the U.S. Department of Energy.
Andrew holds a Master of Arts in international affairs and environmental policy from George Washington University's Elliott School of International Affairs in Washington, D.C.
